I don't know if SDM still works or not, but that would certainly be the easiest way. If not, you'll have to figure out how to set the appropriate gconf keys as mandatory for each user or group of users that you want to set an enforced background for. The general concepts are covered in the JDS 3 Administration Guide: <http://docs.sun.com/app/docs/doc/819-0918/gconf-0?l=en&a=view> but unfortunately it doesn't really go into specifics about how to do what you want... that was really what SDM was designed for.
