The GStreamer gst-launch command can be used for converting files from
one format to the other.  You can refer to "man gst-launch" for
instructions and examples.

However, by default there is no GStreamer mp3 encoder plugin on Solaris.
I do not believe any distro ships such a plugin by defualt.  Fluendo
currently does not sell any encoder plugins, either.

You could build MP3 encoder plugins from the gst-plugins-ugly module to 
enable mp3 encoding in GStreamer.  You would need to speak to a lawyer
to figure out if you are in a situation where you could legally do this,
though.

Aside from that, I am not aware of any handy programs that help you
convert files from one media type to another via a more handy GUI
interface.  gst-launch is more of a CLI program intended to be run
from a terminal window.
