In many cases, distributing these GPL applications violates the GPL 
itself since the GPL bans distribution if trade secrets or patents 
would legally prohibit it.  This means that no one in the USA should 
be distributing binaries for these applications since by doing so they 
are violating GPL.  In this case it does not matter if the other 
provisions required by GPL have been met.
