Because it's flagged as a security issue, it's not public.   (If your
machine is running slow enough, you may be able to see windows popping
through during the flickering, hence a security exposure.)

This bug may also be compounded by the issue Ghee posted about this
weekend in the thread "osol 121-122: ran away process" on opensolaris-discuss:

since a steady stream of new windows popping up will keep xscreensaver
very very busy trying to block them all from appearing above the screen
lock window.
