It's *so* annoying trying to drag a message from thunderbird inbox 
window (which I normally have maximized in its own workspace) into a 
compose window attachment when every time I click the inbox window it 
jumps to the front and obscures my compose window. I have to carefully 
size the two windows and place them in a particular configuration before 
I can perform the operation. Simply clicking in a window should not 
raise it. It should not raise unless I tell it to raise (title bar 
left-click and front key are reasonable commands for this). At minimum 
this ought to be an available option, perhaps even default behavior for 
Window Preference "Select when mouse moves over them" since this likely 
indicates that people want to work with partially-obscured windows.

Also, why isn't "Lower" an available titlebar right-click menu option?
