If by raising the window you mean the window gaining focus - that is
probably one of the things that keep catching me out whenever I use
the OpenSolaris desktop.

But then all the rest of my time I am using Windows - so I guess one
can weight this against the importance of making the user feels
familiar.

P.S. Not to mention the broken state of b118 - I simply can't work out
the cyptic actions I need to take to focus on a window. I guess I'll
just wait patiently for b124...
