Public bug reported:

I have Thunderbird set as the default program for emails. When clicking a
mailto link in Chromium, two unwanted things occur:
1. It opens a blank tab in the browser
2. It (correctly) opens a new message window in Thunderbird, but the window is
minimized--which is non-ideal, and different from the behavior in 12.04.

(2) (but not (1)) is also the case in Firefox, so I assume it's a
problem with Thunderbird, not Chromium.

** Affects: chromium-browser (Ubuntu)
     Importance: Undecided
         Status: New
