I can confirm that the scrolling is broken. In fact, I have even warned
Jackson before this was uploaded, but he said it works fine for him.

Bug description:
  xchat-gnome 1:0.30.0~git20131003.d20b8d-2ubuntu1  that just got
  uploaded to trusty has broken window scrolling behaviour.

  When starting up, it automatically scrolls the window while loading
  all the scrollback text which makes it take forever to start.

  Once started, scrolling to the bottom of a channel with the mouse
  wheel, switching to a different channel, and coming back doesn't
  restore the channel to the bottom.

  This version is borderline unusable.
