Bug description:
  Firefox provides an interface to add spell check dictionaries so that
  the user may add additional ones, but does not remember the settings
  when closed and relaunched. (Interface requires right clicking in a
  form text input element on any web page).

  Apparently, the current behavior (since at least as far back as 2010)
  is that Firefox checks the window manager locale settings and resets
  spell check dictionaries to use those settings only.

  However, any user who speaks more than one language must frequently
  type into forms on web pages in languages other than the default
  language for their locale.

  Therefore, automatically checking the language setting of the locale
  is only desirable behavior if you only speak or use one language. A
  very large majority of the world speaks and uses two or more languages
  on a daily basis.

  As a rule, no user configuration changes should ever be overridden
  automatically, and this case is no exception.

  I type in Japanese every day, but my interface language is en_us.
  Therefore, Firefox will not remember every time I add the Japanese
  spell check dictionary. As a result, every line of Japanese text is
  underlined as a mispelling in English. This renders Firefox unusable.
