Mario,
what you describe is how it works in Unity in 16.04. The menu is correctly 
shown in Unity, according to the menu settings. However, in GNOME Flashback, in 
Ubuntu 16.04, no menu is shown.

In Ubuntu 14.04, there is a gearwheel icon shown. In Ubuntu 16.04, that
icon is missing.
