I consulted with Sebastien on IRC, and we concluded that we will not backport libpinyin 2.3.0 to bionic and disco for now for the reasons stated above. Ubuntu 19.10, with version 2.3.0, will be released tomorrow, so users who want to do the transition will have the option to upgrade their Ubuntu version.
