it depends a bit on the logic; the previous code in luatools/mtxrun that
tried to figure out the current location of the cnf file was derived
from texmfstart which itself was based on older distributions; there
have been changes in tds, names of trees, etc etc so texmfstart may as
well be wrong there; 9it's one of those things i cannot test)
