Glad to hear people are interesting in building TV apps! Here is the answer
for your questions:

1. TV WebAPI is not provided to 3rd party application due to the current
industry consensus about restricting the broadcasting content to be
"borrowed" by 3rd party app. Therefore, you can only create such kind of
digital signage player as a certified app, which needs to be negotiated
with TV manufacturer.

2. TV overlay can be resized according to the size of <video> which
associated to the TV stream.
