I've seen votes used as a way to get people to stop saying "+1" on bug
comments, which is useful in its own right, since we don't have to go
and hide all those comments. However, if we had a better place to
redirect users, that'd be good too.

For my components, I've been trying to respond to *all* the bugs so that
nothing ever gets left in limbo (my response may be "no", however). I
think this would go a long way towards improving users' views of us.
It's pretty discouraging when your bug doesn't get *any* replies from a
dev. Responding to bugs and closing ones we don't want also makes our
bug list more accessible for contributors who'd like to volunteer their
time. If all the bugs in a component are things we'd accept patches for,
we can just point volunteers to the component and tell them to pick
something that sounds fun.
