Done. I think we will stay with this for the 3.0 release. Minor
changes will come.
- remove the mgnl versions of command and chain (where possible)
Done. We are using commons chain now!
- rewrite the TimeBasedFlowActivationCommand so that it reads start
and end date (avoids to read it in the tree itself since the tree
should not know anything about timebased or what ever kind of
activation)

name) --> this will reduce the number of commands and makes it more
transparent for the end user how to use a different workflow

- allow command catalog registration (using ObservedManager) to
allow a catalog definition everywhere. This is mainly used to allow
command definitions directly under the tree node.
Done. The commands of a tree are now configured by the tree.
