Well, considering they have known about the problem for quite a long
time now, and on at least one occasion a senior staff member at NSI
have said they have no intention of fixing it any time soon, despite
being aware of it, I'd say it is bordering on intentional, but it is
definitely incompetence.  They can't even get their listserv
configured properly over just a change in the list's address.  How can
anyone expect them to run their billing systems properly?
