these "new dots" are not new .. they (or ones like them) have been in negotiations for 
a few years now and, frankly, they do not seem to be a whole lot closer to actually 
being approved than they were then

2.
when these "new dots" first were announced many years ago, many registrars promoted 
them and took pre-registrations .. the "new dots" still have not been approved and 
some of them have slipped out of negotiation

3.
even if you do pre-register your domain, it does not mean that you will get it .. you 
are depending on the company you register with to keep your pre-registration and to 
submit it in a timely manner before someone else attempts to pre-register the same name

the irony is that, despite these facts, all of the pre-registrations which i have seen 
were non-refundable

i admire opensrs for not getting involved in this scam despite the potential profit
