Well, we considered not having it, but it'll have to be there (but hidden,
under Organization contact, link away from that).
Basically, some folks have high profile domains (say, cocacola.com) that
don't want to bother being an RSP, but don't want the extra (pardon the
term) baggage ;)
And of course there'll be guidelines, and appropriate backlashes for not
adhering :)
