A couple of things.

1) The way we'd prefer to handle this is by forcing CIRA to get their
servers to respond in a reasonable amount of time (this is going on)

2) We are very shortly releasing new code that allows the 'process
immediately' flag to be set through the API, so that you can build your own
logic as to whether you want a specific order to be processed immediately or
saved into pending.

I think your best option is to hope that we are successful in getting CIRA
to speed up, or to consider using the new functionality once it's released.
I put forth that by the time we get a special 'pend CIRA orders when CIRA is
pooched' function spec'ed, built and tested, this should no longer be a
problem because of (preferably) 1 and (worst case) 2 above.
