I have not seen this document, nor did Chuck quote it as the reason for
the change.  I was basing my comments on Chuck's direct quote of 3.3.1.3
as the reason for the change.

3.3.1 of http://www.icann.org/registrars/ra-agreement-17may01.htm states
that the options (i.e. 3.3.1.x) apply to both an interactive web page and
a port 43 Whois service.

For clarification, you are saying that "The identity of Registrar (which
may be provided through Registrar's website)" means that the identity of
the registrar is optional on the "interactive web page WHOIS service" but
is required on the port 43 WHOIS service"?
