Its the "comfort factor".

For small businesses it feels safer to stick with what you know so that if
it breaks you can fix it yourself.
I just had to make some hard decisions about hiring external programmers to
move the business forward but I know its the best thing for the business as
there is only so much I can do on my limited programming knowledge.

On the issue of the API its quite easy to strip apart the register.cgi
script and create a system which will accept name valuye pairs sent to the
script across and https connection.
This would allow you to integrate in any way you saw fit but it wouldnt be
that elegant!
