This is a great thought and we've been exploring something similar.

One suggestion that our team came up with is to provide Firefox-branded USB 
keys and distribute them through reps, chains like KFC and 7-11, and local 
computer vendors where people connect online. These would have installers for 
the latest version of Firefox and FF for Android. 

The USB thumb drive is an important format because it is reusable and people 
share media (movies, music) via the drive. For example, we saw many private 
drivers and cab drivers in Indonesia with a USB thumb drives plugged into their 
car's stereo, using them as a portable music libraries.

Similarly, we saw other network work-arounds in Indonesia. Samsung has branded 
stores in Indonesia that have kiosks where you can connect your phone to a 
terminal and install apps. This is cleverly allows users to download apps 
without using the network.

Holly Habstritt and I have been talking through possible paths to use for this 
and would love additional input and support if this is something other feel is 
effective.
