If the hypothesis is that most HTTP/2 connections are from a handful of major sites, most clients will report a small number. If the clients also reported the total number of non-HTTP/2 domains, I would further expect the HTTP/2 count to stay small even for client that do lots of broad browsing. (And, conversely, if HTTP/2 is more widely deployed, you'd see numbers that are larger and correlate more with the how many total sites a user visits.)

Whether this work is worth doing is a separate question. ;-)
