I built a tool Issue Workflow Explorer (IWE) to help better understand and investigate issue policies in history. The demo is available online at http://yuekeplus.cn/iwe/demo/mozilla. The document is at http://yuekeplus.cn/iwe/tutorial. Now as I'm wondering whether this tool could really contribute to the community, it would be my great honor to hear any feedback or advice.
