And as a result of the discussion, https://bugzilla.mozilla.org/show_bug.cgi?id=1333433#c8 was logged on trying to use build artifacts to deal with the current 1+ minutes slowness of manifest generation (which is why it gets checked into the tree and leads to conflicts in the first place).
