One simple thing is to restrict the change to <script> tags that link to the harness itself. Those are the most likely to get copied around from test to test anyway, and I think are pretty unlikely to be used for tests...
I guess you said that in your post, now that I read it more carefully, but I just wanted to be on record as supporting this step no matter what else we do here. ;)
