I'm not sure I follow. Why should the inclusion process proceed before the 
updates are complete?

We've reviewed your feedback, much of it is helpful. Thanks. We'll work on 
incorporating improvements based on it into the next revision of our CPS. We 
don't believe any of these items need to block inclusion, however.
