and it's always annoying when forms force you to put something there (and
then reject - or --).


In fact, globally, the majority of countries are *not* divided into
states and provinces as incorrectly assumed by a number of CA
application forms.

This forces CA applicants to often fill in pseudo-answers such as
administrative or electoral district names that would not occur in
ordinary descriptions of locations, neither for postal nor legal
purposes.

A number of international tables of countries, districts and cities
similarly list such non-important subdivisions as if they were
equivalent to the states and provinces of large countries such as
Australia, Canada, China, and Russia.  Thus confusing some form
designers to presume those tables indicate that such listed items are
actual states/provinces.
