If the pref was worded like this, wouldn't there be the risk that an
entity that implements Web surveillance for purposes other than
advertising (let's say credit-rating or insurance premium purposes,
for the sake of the argument) could claim that the user hasn't
indicated a specific preference about that sort of tracking? In other
words, shouldn't this still be more generic than "advertisers"?
