Now, in Germany, unlike in other places, they tend to do things only when there is a law to back them up.

Also true, when it comes to bureaucracy, because said bureaucracy is heavily determined by the most complex tax laws in the world, and other regulations. In general, things are more regulated, and yes, that's cultural - which has good and bad parts. For example, the windows actually keep the warm in, because the house builder is *forced* to use good isolation.

But, as the later posts said, there is *no such law* or regulation which forced a new root each year. You see a lot of hot air about laws, regulations and courts, both in US and Germany.
