Some provide more than others.  I have seen TPMs that could not do enough
to be useful to users as ordinary smart cards, and I have seen some that
were quite capable of doing everything a typical smart card can do.

The problem is that people want to be able to make blanket statements
about TPMs, but not all TPMs re the same.
