I've taken the birch project repo:

to use for CSS and layout work between now and the middle of April.

This is open for others to land in; I think it's better to have the
various standards-compliance and performance work happening on
layout code landing together sooner rather than later, so that we
have fewer rather than more merge conflicts with each other.

I'd like to limit what goes in projects/birch/ to patches that meet
all of the following criteria:

 * meet all of the review criteria for landing in mozilla-central

 * entirely or primarily within the layout/ directory

 * safe enough that you'd be comfortable shipping them in a beta
   release (for, say, Firefox 5) after a week or less of nightly
   testing

I will handle merging between birch and mozilla-central; please do
not do any merging between these repositories without asking me
first.

Furthermore, I'd like to ask that once mozilla-central reopens
following Firefox 4, people not land changes in layout/ on
mozilla-central until after the birch branch merges into
mozilla-central (which I hope to be very soon after such reopening,
whenever it may be).
