I think that anything non-trivial needs to also have a plan for turning it off. There's no shame in turning something off as problems are found, until they're addressed. Isolating the causes of stability issues will be harder due to having all the accumulated changes in a single nightly, so being able to bisect new features and such will be pretty much essential. This will be the norm for all of m-c, but if the intent is to accumulate and intermingle meaningful layout changes on birch, I think it should be kept in mind.
