A few things:

1)  -moz-box is NOT a prefixed implementation of that draft.  In fact,
    it and its behavior predates that draft by 10 years or so.
2)  That draft is over two years old.  There's a more recent version at
    http://www.w3.org/TR/2011/WD-css3-flexbox-20110322/ which if you
    will note no longer defines a "box" value for display.

So for example

<div style="display: -moz-box;"></div>
<span>text</span>

will render the text in the same line as the box, which shouldn't be the
case for a block-level element, right?

-moz-box has never been a "block-level element", and that's not likely to change.

In fact, our implementation of flexbox will almost certainly not be based on our existing -moz-box code at all, because the behaviors are so different. The plan is certainly to do a clean new implementation without the various XUL attribute baggage last I checked.
