Not even then.  For example, just because HTTP data caching is disabled doesn't 
mean we stop using the memory cache for image data, wyciwyg data, and so forth. 
  If the memory cache itself is disabled however, that's a different story.

We also use the disk cache for non-https wyciwyg, for what it's worth.
