The icon cannot be dynamically updated, AFAIK. Updating the icon could pose a
security risk, as one app could imitate another app's icon.
What might be nicer would be to integrate icons and web notifications. That is,
if an app generated a notification that was not yet handled, then those are
reflected on the icon.
