In the last two commits, I've arranged that tablet servers will suspend
their tablets upon clean shutdown, and added testing for this to
`SuspendedTabletsIT`. This should address @mjwall's concern about clean
shutdown.
There's not a whole bunch I can do about @mjwall's other concern involving
random port assignments. Unless that's a blocker, or there are any other
concerns, I believe this feature is ready for committing.
