I think rebalance is not really possible, because once a group is assigned and 
the consumer is valid, moving it will break the expectation of getting the full 
batch/group of messages.
But what we can fix is the allocation of new groups to the full complement of 
consumers. So that new consumers can get their fair share of groups started 
after they connect.
