To give better distribution to new consumers, I changed the default priority
order to take the group load into account, which gives consumers with no
assigned groups priority with in their range.
I would be great if folks could try it out (tonights 5.7-SNAPSHOT) and if they
have some junit test cases that demonstrate their usage to add them to this
jira and we can work on further improvements.
