"Trigger DAG" UI now exposes via the UI what was previously only
available via the `--conf` option to `airflow trigger_dag`.

Scheduling is not strictly in UTC anymore, see
http://airflow.apache.org/docs/stable/timezone.html#time-zone-aware-dags
