Just to clarify both AIP-43 and AIP-44 are part of the Multitenancy
stuff - which are under the "AIP-1 Improve Airflow Security"
"Umbrella". We will likely have more AIP's under the same "AIP-1"
umbrella - notably we discussed with Cloudera their need to get more
selective access to resources - those two AIPs do not address that but
they leave room to plugin this kind of authorisation as separate
"workstream/AIP".

I moved both docs under the AIP-1 in the hierarchy and made some
comments in AIP-1 about it.

I've already seen both docs, and looking forward to comments of others as well.
