On ubuntu, umask 027, non-root ambari-server.
If you choose the automated JDK + JCE option during *ambari-server* setup,
ambari server will not start due to permissions on the JCE directory.
You must either choose the Custom JDK option or modify the jce directory
permissions prior to starting the server.
