Answer, may be chosen because it is near the top of the dropdown, who knows. In any case, Infra needs to know that the project does not use Jira, otherwise the selfserve will just assume it does. I have with my Infra Hat on disabled 'answer' from the dropdown so that these requests will no longer happen.
