We'd likely need to copy stuff around.  TBH I'm not too sure we're still
using externals, I think we had some sort of problems when changing them
and fell back to copies/merges - at least for Ant.  I may be wrong.

I have already merged PRs to Ant (manually).  AFAIU pull requests are
equivalent to JIRA/Bugzilla issues with attachments.  People who open
PRs are intentionally contributing their code and paragraph 5 of the
Apache License applies.
