Looks like there is a mixup between what happens at build time and what happens
at runtime. I don't a reason for anything plug-in specific that should occur at
built time. And once jar files are in the package, they are also deployed.
Since you are referring to "dt-site.xml", I assume you are looking at plugins
that are not known at build time and are outside of the application package?
