Yes, I'm looking at plugins that are not a part of an application package. The
plugins can be attached dynamically to an application via dt-site.xml or
command line properties and be running in the application environment. For
instance, a plugin can collect some statistics or watch some events.
In order to support such kind of plugins we have to deploy dynamically the
execution plugin code to Apex master and worker containers. And this is the
idea of the current improvement.
