Thanks for checking, I have updated the status page. There is one more item
missing the date:

"If request from anywhere to become a stand-alone PMC, then assess the fit
with the ASF, and create the lists and modules under the incubator
address/module names if accepted."

As for releases with binary artifacts: All of our releases publish the jar
files to Maven central and this is how they are consumed downstream. The
only exception from that is when you want to install the CLI on a cluster.
Our plan for that is to make Apex part of Bigtop, we have just started to
explore this and target to get it done in Feb. The download page also lists
the DT community addition as distribution.
