I think just deferring the copy until the point in apr-util's configure where makefiles are genenerated will give the extra flexibility to make the classic Apache setup work fine.
(Somebody fix my stupid e-mail client that won't leave quoted text alone when I tell it to use a reasonable line length for stuff I type.)
