Don't I wish... Except that there is no system-supplied library on Windows, which currently seems to be the primary target for apr-iconv. We use the system libiconv on Unix wherever it's available.
The "best" solution would be to upgrade apr-iconv based on the iconv2 library, which doesn't use shared libraries for the charset files any longer (it uses generated binary files in a different format).
