Suggestion that I started locally in-tree when you first pointed this out;

We rename the file to APR-Announce-1.x.txt - within, it heralds 1.4.2 has
been released with a corresponding 1.3.9 security release.  But with the
rename, it makes perfect sense for apr-util to be 1.3 while apr is at 1.4 :)
